로멜 C. 반라오이(Rommel C. Banlaoi) 박사는 필리핀 평화·폭력·테러리즘 연구소(Philippine Institute for Peace, Violence and Terrorism Research, PIPVTR) 이사회 의장이자, 동 연구소 산하 정보 및 국가안보연구센터(Center for Intelligence and National Security Studies, CINSS) 소장이다. 현재 그는 미리암 칼리지(Miriam College) 국제학과(Department of International Studies) 선임강사로 재직 중이며, 필리핀 중국학회(Philippine Association for Chinese Studies, PACS) 부회장을 맡고 있다. 또한 필리핀 국가경찰(Philippine National Police, PNP) 산하 범죄수사·탐지국(Criminal Investigation and Detection Group, CIDG) 자문위원회(Group Advisory Council) 위원으로 활동하고 있다.
아울러 그는 에스트라다(Estrada) 및 아로요(Arroyo) 정부 시기 동안 각각 필리핀 국방부(Department of National Defense, DND) 장관실(Office of the Secretary, OSEC)과 기획·프로그램 담당 차관실(Office of the Assistant Secretary for Plans and Programs, ASPP)에서 근무한 바 있다.
