Even in today's global era, where borders are becoming less significant, many local governments in Korea are struggling to revitalize their regions despite the potential of attracting foreign tourists or new residents. This is believed to be caused by conflicts of interest between local residents and businesses, or a lack of consensus within the local government. By leveraging collective intelligence within the community to generate ideas suitable for the global era, considerable cooperation is possible. However, the lack of leadership among stakeholders can be a hindrance. Therefore, rethinking and fostering the leadership of local government personnel, residents, and business leaders in the context of entrepreneurial spirit, and sharing improvements and ideas, could provide an excellent opportunity to create a turning point for regional development in the glocal era.
