토마스 윌킨스 박사는 시드니대학교 국제안보학과 부교수이다. 또한 일본국제관계포럼(JFIR), 퍼시픽 포럼(Pacific Forum), Indo-Pacific Studies Centre(IPSC)의 선임연구원으로 활동하고 있으며, 과거 호주전략정책연구소(ASPI)와 일본국제문제연구소(JIIA)에서도 활동했다. 그의 연구는 인도-태평양 안보, 동맹, 중견국(Middle Powers)을 중심으로 하며, 주요 저서로는 『Strategic Minilateralism in the Indo-Pacific』(2025)와 『Security in Asia-Pacific: The Dynamics of Alignment』(2019)가 있다. 또한 Contemporary Security Policy, Review of International Studies, The Pacific Review 등 주요 학술지에 다수의 논문을 게재했으며, 현재 International Relations of the Asia-Pacific과 Australian Journal of International Affairs의 부편집장으로 활동 중이다. 또한 도쿄대학교, 게이오기주쿠대학교, 일본 정책연구대학원대학(GRIPS), 홍콩대학교 등에서 방문학자 및 연구원으로 활동한 바 있다.
