Biography
Mr. Zandanshatar Gombojav is the Chief of Staff of the Office of the President of Mongolia. Prior to this role, he was a Chairman of the State Great Hural (Parliament) of Mongolia (2019-2024). He is recognized as a leading reformer in democratic innovation, having introduced deliberative democracy and deliberative polling to Mongolia. Under his leadership, Mongolia became the first country in Asia to amend its Constitution through deliberative polling, ensuring public participation in shaping democratic governance.
He launched platforms such as “D-Parliament”, enabling citizens to take part in legislative discussions, and institutionalized participatory mechanisms that have strengthened transparency and public trust in government. These democratic innovations have positioned Mongolia as a model of inclusive governance in the region, contributing to peace and shared prosperity.
Mr. Zandanshatar held several high-level positions, including Chief of Cabinet Secretariat of the Government of Mongolia, Minister of Foreign Affairs and Trade, Vice Minister for Agriculture and Secretary General of the Mongolian People’s Party. He served as a member of parliament for four terms since 2004.
Mr Zandanshatar obtains economics and finance degree from the Institute of National Economy (now Baikal State University) in Irkutsk, the Russian Federation. He was a visiting scholar at Stanford University’s Center on Democracy, Development and the Rule of Law (CDDRL) from 2014-2016 where his research focused on democratic process and political development of Mongolia.
