- Graduated from the Department of English, Hankuk University of Foreign Studies, in 1981
- Earned a Master’s degree in Political Science from the Graduate School of the University of Wisconsin–Madison, USA, in 1988
- Earned a Ph.D. in Regional Studies from the Graduate School of International and Area Studies at Kwangwoon University in 2015

- Entered the Ministry of Foreign Affairs after passing the 15th Foreign Service Examination in 1981
