[Jeju Special Self-Governing Province 제주특별자치도] he process of expanding the competitiveness of local and regional governments for nation’s capacity building is deeply attributable to the decentralization strategy, since long time ago, chosen by the European Union Member Countries and the United States where they are already regarded as further decentralized country. Korea has also chosen decentralization, since 1991, to overcome the limitation of centralized competitiveness and make the locals involve directly in decision making process. And, as the pilot area, the Jeju Provincial government was selected in 2006 for a more advanced model of decentralization. This session will discuss to find a new way of forwarding the Jeju Provincial Government’s decentralization model by highlighting the US Home rule case of city charter. Comparing also with Japanese decentralization model, our debate focuses on forging an appropriate devolved model for Jeju Provincial Government cherished as desirable decentralization model across the whole country of Korea. 오래 전부터 이미 선진국으로 평가받는 유럽과 미국이 선택한 지방분권 전략은 바로 지방 경쟁력을 강화해서 국가로 확산하기 위한 필연적 과정이었음. 우리나라 역시 경쟁력의 한계를 극복하고 국민이 주인이 되는 정치를 펼치기 위해 지방분권을 선택했고, 그 시범운영 지역으로 제주를 선택함. 이에 미국, 일본, 한국의 추진 사례를 비교 분석하고 전문가 토론을 통해 연방국가 수준의 분권국가로 전환하기 위한 지방의 역할, 특히 제주의 역할을 집중 조명해서 제주에 적합한 고도의 지방분권 모델 실현안을 논의한다.
