Biography

Gao LI, P.h.D, is the Director General of the Department of Climate Change, Ministry of Ecology and Environment of the People’s Republic of China. He got his two Master's Degrees from Tsinghua University and Yale University, respectively, and got his Doctoral Degree from Tsinghua University.
He used to work for the Ministry of Science and Technology and engaged in policy and strategy research, project management, and international cooperation on sustainable development, environment, and climate change for a long time. He joined the UN Climate Change Negotiation since 2005 and served as one of the main negotiators of the Chinese Government.
He started working for NDRC in 2008 and became Deputy Director General of the Department of Climate Change in 2012. Since then, he has taken quite a few important tasks, including formulation of China’s Climate Change Strategy, Policy, and Medium and Long Term goals, in charge of low carbon city pilots, Climate Change legislation, management of China’s Clean Development Mechanism Fund, and promotion of Carbon Market. He became the Director General of the Department of Climate Change in November 2017.
