Biography

Young-hoon Ahn, Korean national and Senior Researcher Fellow, works presently in the Korea Research Institute for Local Administration (Krila) under the auspices of the Korean Ministry of Interior and Safety and 17 Regional Governments. He has been serving for Government as an expert for the Presidential Committee on Local Autonomy Development since 2004 up to 2017, one of the advisory members to the National Assembly’s Special Committee for Constitutional Revision (2017~2018), and of the National Police Reform Special Committee (June 2017 ~ 2018).
Recently, he has written papers on the drafting Revised Constitution for Political Devolution (2017), the National Risk Assessment System Framework (2017), the Current Trend of the Intergovernmental Transfer of Powers in Korea (Nov. 2016), and Local Autonomy and Local Finance in Korea (2015). He holds a Ph.D. (1995) and DEA degrees in Public Law from the Paris II Univ. (Pantheon-Sorbonne) and Sociology in Paris IV Univ. (Sorbonne), after completing the Master’s degrees (1985~1988) of Public Law and Political Sociology in France and Public Administration in Korea (1985)
