Biography

H.E. Nkubito Manzi BAKURAMUTSA is the Ambassador of Rwanda to the Republic of Korea, a position he has held since August 2023.
Before his diplomatic appointment, Ambassador BAKURAMUTSA held several senior leadership and advisory roles in Rwanda’s technology and education sectors. Within the Ministry of Education, as National Coordinator of the One Laptop per Child initiative, he contributed to the integration of digital tools in classrooms. He later served as ICT Advisor to the Ministers of Education, where he supported policy and strategic initiatives.
Ambassador BAKURAMUTSA also served as Deputy CEO in charge of ICT at the Rwanda Development Board and as Executive Director of the Rwanda Information and Technology Authority. In the private sector, he founded and served as Chief Executive Officer of ITi Africa and held senior executive and consulting roles with VSONE Africa and Connectik Technologies Global. Earlier in his career, he worked in the United States with Hewlett Packard as a Lead System Engineer for high-end enterprise servers.
He also served as a Member of the International Jury for the UNESCO King Hamad Bin Isa Al-Khalifa Prize for the Use of ICTs in Education, reflecting his long-standing commitment to innovation at the intersection of technology, education, and development.
Ambassador BAKURAMUTSA holds a Master of Business Administration from African Leadership University, a Master’s Certificate in IT Program Management from George Washington University, and a Bachelor of Science in Electrical and Electronic Engineering from the New York Institute of Technology, where he graduated cum laude. He also studied Mathematics and Physics at the University of Angers in France. He speaks English, French, and Kinyarwanda.
