He obtained a Bachelor of Engineering degree from Hanyang University, Master's and Doctoral degrees in Mechanical Engineering from KAIST, and a D.E.P.S.U.P. in Physics from the University of Poitiers in France. He served as the 10th President of the Korea Railroad Corporation (KORAIL) and the 8th President of the Korea Railroad Research Institute. He served as Senior Specialist at the Presidential Committee on the Northeast Asian Cooperation Initiative, Standing Committee Member of the Peaceful Unification Advisory Council, member of the National Transport Committee and the Railway Industry Committee of the Ministry of Land, Infrastructure and Transport, Chairman of the Transport Subcommittee of the Infrastructure Management Committee under the Prime Minister's Office, President of the Korea Eurasian Society, General Member of the National Academy of Engineering of Korea, and Chairman of the Asia-Pacific Region of the International of Railways (UIC). His major publications include co-authored works such as 『East Asia and the Economy of a Unified Korea』, 『The Political Economy of Pacific Russia』, and 『Now Is the Time for Unification』. He received the Best Award from the UIC for the development of variable gauge technology for connecting inter-Korean and transcontinental railways.
