Biography
LEE Hyang Soo, President of the Korean Association for Local Government Studies (KALGS), is a Professor in the Division of Public Human Resources at Konkuk University, Republic of Korea. She received her Ph.D. in Public Administration from Ewha Womans University. President LEE has held numerous key positions in the Korean public sector, including Member of the Presidential Committee on Autonomy and Decentralization, Head of the Government Information Disclosure Evaluation Team at the Ministry of the Interior and Safety, and Chair of the Self-Evaluation Committees of the National Fire Agency and the Ministry of Gender Equality and Family. Her academic and policy work focuses on local governance, government innovation, and digital transformation. She has actively contributed to public sector evaluation, administrative reform, and evidence-based policymaking across multiple government ministries. As President of KALGS, she is leading academic and policy discussions on decentralization, regional innovation, and AI-driven public administration.
