Biography

Dr. HASHIMOTO Naoko is Associate Professor in the Department of Politics and International Studies at the International Christian University, in Tokyo. She holds an MSt in Forced Migration from the University of Oxford, an LL.M. in International Human Rights Law from the University of London, and a Ph.D. in Politics from the University of Sussex. Prior to joining ICU in 2024, she served as an Associate Professor at Hitotsubashi University and held teaching roles at the University of Tokyo, the University of London, and others. She also has extensive professional experience working as an international and national civil servant at the International Organization for Migration, the UNHCR, the Japanese Ministry of Foreign Affairs, and the Immigration Services Agency. She currently serves as a Refugee Examination Counsellor appointed by the Minister of Justice. Her research focuses on international refugee law, international criminal law, foreign policy analysis, migration policies in Asia, and international institution. Her academic publications have appeared in such outlets as Comparative Migration Studies, Journal of Refugee Studies, and Journal of Ethnic and Migration Studies. Her forthcoming book focuses on asylum policymaking in South Korea and Japan, under contract with Cambridge University Press.
