Biography

KIM Yeong Hwan is Special Advisor on Energy to the Governor of Jeju Special Self-Governing Province, Republic of Korea. He specializes in renewable energy integration, electricity market reform, distributed energy systems, and regional carbon-neutral transition strategies.
Prior to joining the Jeju Provincial Government, he served at Korea Power Exchange (KPX), Korea’s independent electricity market and power system operator, where he worked on power market operations, renewable energy integration, electricity demand forecasting, and grid stability analysis. He also collaborated extensively with Korea Electric Power Corporation (KEPCO), power generation companies, and public institutions on energy policy and power system issues.
KIM has been actively involved in shaping Jeju’s 2035 Carbon Neutral Vision, focusing on offshore wind power, hydrogen economy initiatives, virtual power plants (VPP), energy storage systems (ESS), vehicle-to-grid (V2G) services, and real-time electricity market development. His work emphasizes flexible grid systems and regional energy governance to support large-scale renewable energy expansion.
He frequently participates in policy discussions and international forums on clean energy transition, distributed energy, and sustainable regional growth, advocating Jeju as a leading global model for renewable-based electrification and carbon neutrality.
