Chairman YANG Young Cheal served as a professor in the Department of Public Administration at Jeju National University, with deep expertise in public administration and local governance through profound research. Leveraging his knowledge and proficiency, he served as the president of the Korean Association for Local Government Studies and actively participated as a member of the Promotion Committee for Jeju Self-Governing Province at the Prime Minister's Office. By proposing in-depth analysis and effective policies that bridge academia and practical fields, he contributed to the development of local governance in Jeju Self-Governing Province. Building upon these experiences, he is currently serving as the Chairman of the Jeju International City Development Center, leading the development of Jeju and Korea's internationalization and playing a pivotal role in this endeavor.
