Biography

Mr. Zeng is a renowned global expert on economic policy, technology innovation, spatial solutions (special economic zones, growth poles & clusters), competitiveness, and knowledge economy. Since joining the Bank in 1998, he has worked in many countries in EAP, Africa, LAC, and ECA. Recent books (including co-authored or edited) include Promoting Dynamic & Innovative Growth in Asia: The Cases of Special Economic Zones and Business Hubs; Building Engines for Growth and Competitiveness in China: Experience with Special Economic Zones and Industrial Clusters; Knowledge, Technology, and Cluster-Based Growth in Africa; Promoting Enterprise-Led Innovation in China; Innovation for Development and the Role of Government; and Enhancing China’s Competitiveness through Lifelong Learning, among others. Before joining the World Bank, he worked as a scholar at the Chinese Academy of Social Sciences and Stanford University. He has been invited to give speeches at many international conferences, forums, and seminars.
