Biography

AN Junseong is a foreign attorney at First Lawyers at Law (a law firm) in Seoul Korea and an adjunct professor of the Graduate School of International Studies (GSIS) at Yonsei University. He teaches the Theory and Practice of Negotiation, Global Challenges in Information Technology Law, and International Business Law at Yonsei GSIS.
An Junseong was a legal advisor to the Ministry of Information and Communication and participated, as a Korean government negotiator, in free trade agreement (FTA) negotiations with Japan, Singapore, and the European Free Trade Association and bilateral trade negotiations with the United States Trade Representatives (USTR), on telecommunications services, electronic commerce,e, and digital products. He was a Research Fellow at the Korea Information Strategy Development Institute (KISDI) under the office of the Prime Minister and participated, as a legal expert, in the Vietnam IT Law Legislation Project, which led to the passage of “Law on Information Technology” (“LUẬT CÔNG NGHỆ THÔNG TIN”: Vietnamese Law No. 67/2006/QH11). It was an Official Development Assistance (ODA) project conducted by the Korea International Cooperation Agency (KOCIA) under the Ministry of Foreign Affairs and Trade. He, as a Foreign Legal Consultant at Kim & Chang (law firm), provided legal and regulatory advice to foreign investors regarding cross-border transactions and telecommunication/broadcasting regulations.
