Globally, climate change and widening social inequality are generating substantial social costs. South Korea is particularly facing a crisis of regional decline outside the Seoul metropolitan area due to various socio-economic factors. This necessitates a more efficient and effective utilization of limited resources in local regions. In this context, the Social Progress Credit (SPC) initiative, proposed by SK Group Chairman Choi Tae-won in 2013, has presented a new paradigm for supporting social economy enterprises. By improving the financial stability of organizations generating social impact and enabling systematic performance management, SPC has been recognized for significantly enhancing the impact orientation and sustainability of social enterprises. This session aims to share domestic and international cases of SPC, particularly focusing on its institutionalization and implementation in Jeju. By discussing the positive impacts of this evidence-based policymaking approach on the local economy and exploring future development directions, we seek to collectively explore the potential for driving innovative change within regional communities.
