					The traditional concept of state security involves the preservation of a country’s territories and the protection of its sovereignty. However, this conventional model no longer guarantees the security of the general populace in many countries. The UN has raised the issue of the Responsibility to Protect on the assumption that the individuals’ happiness and welfare should form the basis of security, rather than the traditional concept of security centered on the state, from the perspective of “security and peace for whom?”
